DESCRIPTION:Rigzone\, in partnership with the Louisiana Workforce Commission-Apprenticeship\, recently participated in an Oil and gas Job Fair where over 100 employers were present to showcase over 200 job openings for entry-level and expert candidates. \nMany candidates who attended the fair had already received upskilling through LWC programs such as WIOA career services and apprenticeships and were well-prepared to secure a job. This partnership between Rigzone and LWC has resulted in a highly skilled workforce in the region. \nLWC is grateful for this partnership and looks forward to continuing to connect communities with good jobs. SUMMARY:Biden-Harris Administration Outlines Strategies to Invest in High-Quality Workforce Development
DESCRIPTION:WASHINGTON – Today\, the White House and U.S. Department of the Treasury (Treasury Department) released a playbook identifying key evidence-based workforce development strategies that state and local governments—leveraging support from the American Rescue Plan’s State and Local Fiscal Recovery Fund (SLFRF) program—are using to strengthen their workforces\, grow their economies\, and address barriers for underserved workers. The playbook highlights nine prosperous state and local case studies\, ranging from creating union-registered apprenticeships for underserved workers in Harris County\, Texas\, to training 2\,500 new licensed nurses in Oklahoma to providing childcare scholarships for airport workers in Phoenix. These proven workforce strategies—expanding registered apprenticeship programs\, investing in community colleges\, and providing supportive services—are developing the skilled\, diverse workforce state and local governments can use to connect workers with good-paying jobs from the Investing in America agenda.  \n “Today’s announcement shows how the American Rescue Plan is providing state and local governments tools and resources to ensure that Americans can get the skills they need to take advantage of the jobs created by President Biden’s Investing in America agenda\,” said Deputy Secretary of the Treasury Wally Adeyemo. “The Bipartisan Infrastructure Law\, the CHIPS and Science Act\, and the Inflation Reduction Act are expanding economic opportunity to urban and rural communities in every corner of the U.S.\, and the American Rescue Plan’s investments in workforce development are making sure that those opportunities are available to American workers – whether or not they have a college degree.”  \n The State and Local Fiscal Recovery Fund\, authorized by the American Rescue Plan and implemented by the Treasury Department\, delivers $350 billion in direct aid to state\, local\, territorial\, and Tribal governments nationwide to support immediate pandemic recovery and long-term economic growth. Recognizing that investments in workforce development projects are significant for future economic prosperity\, the Treasury Department is lifting these promising practices for how SLFRF funds can support and expand the workforce. This includes childcare support\, which enables more parents to enter and remain in the workforce. To date\, communities have budgeted more than $11 billion in SLFRF resources for workforce investments.   \nToday’s playbook is a vital tool for state and local governments to replicate these high-quality investments\, with case studies drawn from successful state and local models across the country supported with American Rescue Plan funds. These approaches\, which align with the Biden-Harris Administration’s Good Jobs Principles\, will grow our economy in the way President Biden believes it grows best—from the bottom up and middle out\, not the top down.  \n A historic investment in our nation’s workforce with American Rescue Plan dollars is just one of the ways President Biden’s Investing in America agenda is helping to create and sustain millions of good-paying jobs\, including union jobs\, in communities across the nation – most of which do not require a four-year college degree. It will also support state and local workforce development boards\, American Job Center programs and operators\, governors\, and other essential stakeholders that drive and inform economic and workforce development policies and programs.\nThe following are the main goals of the Center: \n(1) Support the increase in registered apprenticeship as a critical workforce development program\, including efforts to create pipelines (such as pre-apprenticeship and other career pathways) that can increase the diversity and inclusion of apprentices in RAPs. \n(2) Expand on technical assistance activities and services that OA and SAAs (State Apprenticeship Agencies) currently provide to the registered apprenticeship system to support the increase of the use of the RAP model in WIOA or workforce programs that can lead to RAP\, including pre-apprenticeships and other career pathways. \n(3) Expand on the Department’s national efforts and marketing campaign for registered apprenticeship\, improving understanding about registered apprenticeship in the workforce system (e.g.\, American Job Centers\, Business Service Representatives\, Workforce Development Boards\, and YouthBuild)\, leading to increased workforce system participation in RAPs. \n(4) Support an integrated service delivery approach and the development of resources to increase leveraging of WIOA funding and other federal funding across workforce programs (e.g.\, co-enrollment) \n(5) Increase employer\, education and training providers\, intermediaries\, and workforce systems partnership building and connectivity across workforce programs. \n(6) Improve alignment between state education\, workforce system\, and registered apprenticeship system\, with the ultimate goal of informing new policies and/or programs to support RAP integration and alignment. \n(7) Coordinate with the Department\, OA\, SAAs\, and DOL-funded investments that support Registered Apprenticeship expansion to leverage\, align\, and build on existing efforts to maximize the use of resources and minimize the duplication of efforts. Centers must ensure they directly engage with OA and SAAs\, where appropriate\, to support these efforts. \n(8) Improve performance outcomes for RAPs by doubling the current Statewide WOIA support/participation for RAPS over the project period of performance.

DESCRIPTION:The U.S. Department of Labor (DOL) has announced the availability of $98 million in YouthBuild funding to support the delivery of pre-apprenticeships in high-demand industries\, including construction\, healthcare\, information technology\, and hospitality. \n\n\nFunded through DOL’s YouthBuild Program\, the grants will help provide educational guidance\, occupational skills training\, and employment services to disadvantaged young people\, ages 16 to 24\, in communities where barriers to academic and career skills development persist. \nThe program aligns with the historic federal investments in the Biden-Harris administration’s Investing in America agenda to create good jobs. They also support the department’s Youth Employment Works strategy to ensure youth find “no wrong door” when accessing employment and supportive services. \nAdministered by the department’s Employment and Training Administration and supported by the Workforce Innovation and Opportunity Act\, the YouthBuild Program will fund individual grants for about 75 projects ranging from $700\,000 to $1.5 million. \nYouthBuild Program funding has enabled program participants to support initiatives in construction\, technology\, and the care economy that include the following efforts: \n\nIn Ohio\, County Corp works with the Dayton Energy Collaborative to reduce the energy burden on more than 30\,000 households in Dayton whose incomes fall below 200 percent of the federal poverty level. In Texas\, American YouthWorks collaborates with the Workforce Solutions-Capitol Area Workforce Board in Austin to employ a pre-apprenticeship program that connects participants with employment in healthcare\, information technology\, and skilled trades.\nIn Nevada\, Chicanos Por La Causa participants are building two single-family homes in collaboration with Southern Nevada Local Laborers Training Trust 872. SUMMARY:YARG Grantee Partners with School District and Credit Union
DESCRIPTION:Idaho Business for Education (IBE)\, sub-recipient to YARG grantee Idaho Workforce Development Council (WDC)\, has built valuable partnerships as it implements YARG programs in Idaho. In addition to guiding the Nez Perce Tribe (NPT) in launching Registered Apprenticeships (RAs) on its reservation in north-central Idaho\, IBE has been partnering with Soda Springs School District and Idaho Central Credit Union (ICCU). \n\n\nSoda Springs School District\nIn the rural Eastern part of the state\, Soda Springs School District has worked with IBC to develop programs in several career pathways. \nThe school district became the employer-sponsor for Soda Springs High School to create a teacher aide apprenticeship there. Eighteen Soda Springs students participated in the program in 2022\, working in elementary and middle schools with laptops supplied by YARG. By the start of the 2023 school year\, the district had enrolled 36 apprentices\, 19 of whom have completed and 16 of whom are still participating. \nIBE is also working with several area employers to establish RAs for Soda Springs High Schoolers in HVAC\, auto repair\, construction\, and hotel and hospital careers.\nThe programs have a champion in Soda Springs High School principal Jess McMurray\, whose goal is to place all Soda Spring students in RAs. \nIdaho Central Credit Union\nA partnership that is having statewide success is the one IBE created with Idaho Central Credit Union (ICCU) to establish a bank teller training program. The ICCU apprenticeship has enrolled 54 apprentices at four high schools across Idaho. Thirty-nine students have completed\, and many continue to train at ICCU branches. ICCU recently asked IBE to help expand the program to include as many as 16 bilingual students.

SUMMARY:Ophthalmic Apprenticeship in Wisconsin Responds to Growing Need
DESCRIPTION:Eye care is one of the many areas of the health sector that is struggling with a personnel shortage. The number of practicing ophthalmologists in the U.S. has been trending downward since the 1990s while the demand for doctors and technicians in the field is increasing. \n\n\nIn Madison\, Wisconsin\, SSM Health and Madison College responded to this growing need by establishing the state’s first Ophthalmic Assistant Registered Apprenticeship program to train up to seven students every year. Launched in 2023\, the program is a partnership between SSM Health\, Madison College\, and the Wisconsin Department of Workforce Development Bureau of Apprenticeship Standards. \nParticipants receive classroom instruction at Madison College and simultaneous on-the-job training at SSM Health eye care clinics. Clinical training continues for another nine months after classroom-based learning concludes. SSM Health pays the apprentices a salary and benefits as well as covering the cost of tuition\, program materials\, and the certified ophthalmic assistant exam. After completing the program\, the students work as ophthalmic assistants with SSM Health\, with a minimum two-year commitment. \n“Wisconsin continues to expand apprenticeships serving in-demand industries throughout the state\,” said David Polk\, Director of the Wisconsin Department of Workforce Development’s Bureau of Apprenticeship Standards. \nThe Ophthalmic Assistant program is an indication of the increasing interest in non-traditional apprenticeship pathways\, as businesses in many sectors seek new ways to expand their talent pools. The Department of Labor (DOL) hopes to encourage this trend. SUMMARY:For Women’s History Month: Honoring YARG Women
DESCRIPTION:Despite women’s advances in the working world\, many still face barriers to employment and struggle to secure economic stability. Deterrents may include a lack of transportation\, childcare\, education or training\, gender and/or racial bias\, and perhaps a lack of confidence in their abilities. Registered Apprenticeships (RAs) and the YARG program are helping young women overcome these obstacles. \n\n\nFor Women’s History Month\, we’d like to highlight two of our hard-working female apprentices: a single mother who saw no other route for herself besides working at a fast-food chain and a student who had a goal but no path to achieving it. \nArianna\, with two young children\, found help through YARG Palo Alto College to prepare for a career path in the insurance industry. The program supported her with childcare and study sessions\, enabling her to complete two-course certifications. Although the position she was offered was stymied by her lack of transportation\, her newly found confidence remains and will undoubtedly give her a leg up when her next opportunity arises. \nBianca\, a determined high school student\, hoped to become a lawyer. When she took on a paralegal apprenticeship through CareerWise at the Office of the Prosecuting Attorney in Elkhart\, Indiana\, she had no idea that she was becoming the first registered paralegal apprentice in the nation. Their talk turned toward the despondent situation of women and their lack of freedom in the world. Today\, we celebrate Gender Equality in March to observe women’s social\, political\, cultural\, and academic achievements—and throughout history—and raise awareness against gender bias in our society. \nThe full participation of all people across all aspects of society is essential to the nation’s economic well-being\, health\, and security. Women continue to lead groundbreaking civil rights movements for social justice and freedom to realize equality’s full promise. During Gender Equality Month\, WorkforceGPS recognizes the efforts of those who continue to carry forward the mission of ensuring equal access to the same opportunities.
